The September 2015 Bulletin of the American College of Surgeons is accompanied by a compendium of strategies to help all people prepare for active shooter and intentional mass casualty events. The first Hartford Consensus, published following the events at Sandy Hook Elementary School, Newtown, Connecticut, is based on the principles that providing first responders with ready access to the site of a mass shooting can positively affect survival.
