Noting that there is limited evidence to help policymakers set guidelines for allocating scarce resources during mass-casualty events, an Agency for Healthcare Research and Quality (AHRQ) Evidence-Based Practice Center conducted a systematic review of literature addressing this issue. The review included 170 studies articles and sought to address four key questions: What strategies are available to policymakers to optimize allocation of scarce resources during mass-casualty events? What strategies are available to providers to optimize allocation of scarce resources during mass-casualty events? What are the public’s concerns regarding strategies to allocate scarce resources?
