Medicare Star Rating System Criticized for Reliance on Self-Reported Data

​Reliance on self-reported information and the omission of numerous independent sources of information make the Centers for Medicare and Medicaid Services' (CMS) five-star rating system for nursing homes subject to manipulation and an unreliable quality indicator for residents and their families, according to an August 24, 2014, New York Timesarticle. The article notes that of three components of the rating system, only one (federal health inspections) is from an independent source; the self-reported elements are staffing ratios and quality metrics.
