​Reliance on self-reported information and the omission of numerous independent sources of information make the Centers for Medicare and Medicaid Services' (CMS) five-star rating system for nursing homes subject to manipulation and an unreliable quality indicator for residents and their families, according to an August 24, 2014, New York Timesarticle.
