​The Institute of Medicine (IOM) has issued a report, Crisis Standards of Care: A Toolkit for Indicators and Triggers, which contains key concepts, guidance, and practical resources to assist individuals across the emergency response system in developing plans for crisis standards of care and response to catastrophic disasters; one chapter discusses crisis standards of care in out-of-hospital settings, including skilled nursing, assisted living, home health, and hospice. Building on two previous IOM reports on crisis standards of care, this report examines indicators and triggers that guide the implementation of crisis standards of care and provides a discussion toolkit to help stakeholders establish indicators and triggers for their own communities.
